Set in a grim, post-apocalyptic 1989 (and beyond), the world has been ravaged by a plague known as the "Living Death." Society has collapsed, leaving lawless gangs to roam the ruins of civilization. One of the most brutal factions, led by the sadistic pirate Fender Tremolo (Vincent Klyn), captures a scientist named Pearl Prophet. She is a "Cyborg" (part-human, part-machine) who holds the cure for the plague in her encoded data. A mercenary and survivor named Gibson Rickenbacker (Jean-Claude Van Damme) takes on a desperate mission to rescue her and deliver the cure to Atlanta before humanity is wiped out.
